The County of San Diego , Department of Environmental Health and Quality ( DEHQ ), Hazardous Incident Response Team ( HIRT ), requires hands - free voice communication systems , including but not limited to bone conduction , that can act as extensions to existing portable radios and are compatible with HIRT ’ s current equipment and existing local agency equipment to promote seamless interoperability in response to joint CBRNE response operations . 2 . Compatible with but independent of 3M Scott AV - 3000 series facepieces 5 . 1 . 2 . Ability to connect / pair with Motorola APX series handheld field radios 6 . Additional Requirements : 6 . 1 .
