The Contractor shall provide all labor , equipment , trucks , and drivers necessary to transport single - stream recyclable materials from the Hall County Resource Recovery Facility , located at 1008 Chestnut Street SE , Gainesville , GA , to a recycling facility selected by the Contractor . Material is Single Stream co - mingled : it will include plastic , aluminum and tin . Materials will be shipped in two formats , loose and baled , depending on operational conditions and inventory levels . The primary loading method is baled material ; however , the Contractor must maintain the capability to provide walking - floor trailers for loose material when baling equipment is unavailable or when loose hauling is otherwise required . All pickups at the Recycling Center will be live loads ; trailers cannot be staged or left on site . 3 . 1 Transport of Loose Product • Estimated 250 hauls per year • Estimated 2 , 000 tons per year • Walking - floor trailer required • Material will be loaded loose • Hall County will perform Quality Control ( QC ) and remove large non - recyclable items ( e . g ., swing sets , plastic storage bins ). Fiber may be included , but large pieces will be removed prior to loading . 3 . 2 Transport of Baled Product • Transported using a 53 - foot dry van trailer • Estimated 112 hauls per year • Estimated 2 , 000 tons per year • Material will be loaded at the facility ’ s loading dock • Hall County will remove oversized contaminants prior to baling ; 3 . 3 Schedule and Rates • Contractor shall provide 2 – 5 hauls per week , depending on material type , volume , and operational needs • Bidders must provide : o Flat rate per haul for loose product o Flat rate per haul for baled product o Tipping fee per ton • Additional hauls may be required during peak periods and must be accommodated when reasonably possible ; 3 . 4 Service Requirements • Contractor shall not collect or transport materials from any other customer in the same load to prevent contamination • All pickups will be live loaded ; no trailer staging is permitted • Contractor shall ensure all equipment is clean , safe , and suitable for transporting recyclable materials • Contractor shall comply with all applicable federal , state , and local regulations related to transportation and handling of recyclable materials
