The purpose of this bid invitation is to establish a contract , in the form of a purchase order , with the State of New Hampshire for Heavy Equipment Maintenance Services on the items indicated in the “ Offer ” section of this bid invitation , in accordance with the requirements of this bid invitation and any resulting contract . SCOPE OF SERVICES : 29 . 1 . Vendor shall supply all labor , tools , transportation , materials , equipment and permits as necessary and required to perform services as described herein . 29 . 2 . Upon request from State Surplus personnel , the successful vendor shall coordinate with State personnel to schedule and arrange for a capable technician to travel to the State Surplus facility at 144 Clinton Street , Concord , NH within ten ( 10 ) business days of the date of the service request . 29 . 4 . Successful vendor shall perform a preventative maintenance inspection and service on the equipment per the manufacturer ’ s recommended maintenance schedule and communicate in writing any additional recommended repair or maintenance services to the State Surplus Administrator or an officer of their choosing . At the State ’ s sole discretion , the State may supply common maintenance items for the successful vendor to use / install , including but not limited to : motor oil , oil filter , fuel filter , air filter , etc . 29 . 5 . The preventative maintenance inspection and service shall be based on the manufacturer ’ s recommended maintenance schedule , but at a minimum include : • Clean machine with compressed air , conditions permitting • Clean and lubricate all grease fittings • Lubricate any and all slides , roller chains , hinges , pivot points , etc . • Inspect tire condition and pressure • Inspect all belts , chains or other exposed drive components for proper tension , damage and wear • Inspect all hoses for cuts , frays , leaks or severe wear • Check air cleaner condition , blow out with compressed air • Check engine coolant condition and level , fill if necessary • Check engine oil level , perform oil and filter change based on manufacturer service intervals • Check brake fluid level , fill if necessary • Check transmission and differential fluid level , fill if necessary • Check hydraulic oil level , fill if necessary • Inspect all steering components for looseness or wear • Check battery voltage and electrolyte levels / condition if applicable • Inspect brake pedal linkage , adjust if necessary • Inspect all hydraulic cylinders for leaks • Operational check and physical inspection of machine • Complete inspection of all safety components
