THIS IS A SOURCES SOUGHT . THIS IS NOT A REQUEST FOR PROPOSAL . This announcement constitutes a Sources Sought for information and planning purposes . The Service Contract Division , C410 , Norfolk , Norfolk Naval Shipyard ( NNSY ), Portsmouth , VA , 23709 - 5000 intends to negotiate a Firm Fixed - Price contract and will utilize procedures under FAR Part 13 Simplified Acquisitions to provide maintenance and calibration services as defined by the attached Statement of Work ( SOW ). This is not a solicitation announcement for proposals and a contract will not be awarded from of this announcement . This announcement is not to be construed in any way as a commitment by the Government , nor will the Government pay for the information submitted in response . The anticipated North American Industry Classification System ( NAICS ) code is 811210 . The Government anticipates issuing a Firm Fixed Price ( FFP ) contract for the required services . This requirement is sole source and no other bids will be accepted . Responsible sources may identify their interests and capability to respond to this requirement in accordance with the posted opening and closing dates . By submitting an offer , the vendor is self - certifying that neither the requestor nor the principal corporate officials and owners are currently suspended , debarred , or otherwise ineligible to receive contracts from any federal agency . Failure to do so may represent grounds for refusing to accept the offer . By submission of an offer , the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management ( SAM ) database prior to award , during performance , and through final payment of any contract resulting from this solicitation , except for awards to foreign vendors for work to be performed outside the United States .
