The purpose of this project is to prepare an action - oriented , equitable , and inclusive city - wide historic preservation plan ( Plan ). The Plan will provide a long - term vision and be task oriented with prioritized short - and long - term goals and objectives to consider current and future growth of the program . The Plan will bring together in one document , the many and diverse initiatives , programs , needs , opportunities , goals , and principles related to the preservation of Raleigh ’ s built environment . It will build on past successes by acknowledging the role historic preservation plays in shaping the city ’ s urban form and character , in contributing to the city ’ s overall economic development , and in sustaining a high quality of life for all Raleigh residents , businesses , and visitors . It will be designed to improve the preservation of historical and cultural resources of Raleigh over the next 15 to 20 years as a tool in urban design , economic development , land - use planning , heritage tourism , and place - keeping . The Plan will answer the questions of what we preserve , who preserves , and how we preserve . How can we tell people ’ s stories through place preservation .
