The Contractor shall design , build , host , support , and maintain a secure statewide educator evaluation platform that supports both Elevate NM and Excel NM , including data migration , integrations , training , and help desk services . A . System Build , Configuration , and Implementation The vendor shall design and deliver a secure , fully integrated educator evaluation platform with support for both Elevate NM ( Danielson Framework , newest edition ) and Excel NM ( Five Essential Practices for Leadership in New Mexico ). The system must include goal - setting tools , observation workflows , evidence uploads , automated reminders , weighted scores , role - based permissions , mobile accessibility , district - level customizations , and support for statewide dashboards . B . Training & Professional Learning The vendor shall provide comprehensive statewide training for PED staff , LEA leaders , evaluators , and educators . Training formats must include live virtual sessions , asynchronous video modules , printed job aids , and Spanish - language materials . C . Maintenance , Updates , and Continuous Improvement Vendor must maintain uptime ≥ 99 . 9 %, provide scheduled maintenance , apply patches , complete annual rollovers , and participate in quarterly continuous improvement meetings with PED . D . Tiered Help Desk Requirements Tier 1 : End - user support . Tier 2 : Technical troubleshooting . Tier 3 : Engineering / development .
