Household Hazardous Materials Facility Operational Support

Contractor shall collect household hazardous and difficult to manage materials , ensure these materials are properly disposed of , reused , and / or recycled , and limit these materials in the community in order to protect public health and the environment for City of Mesa residents . 2 . 5 . 1 Transport and Disposal of Hazardous Materials : The Contractor will be responsible for the transport and disposal of some of the materials collected at the HHM Facility . The City may , at its discretion , utilize other vendors when a more sustainable option is available ( i . e . reusing , repurposing , recycling , etc .). A list of anticipated materials that may be disposed of as part of the operation of the Facility is provided in the Pricing ( Attachment A ) workbook . This list is not meant to be entirely comprehensive , nor does the City make any assurance that all the materials provided in that listing will be disposed of under the contract associated with this Request for Proposals . In the event where unanticipated material has been collected , Contractor will be notified , and a disposal cost will need to be approved prior to being shipped out . Also included in this Request for Proposal is a Treatment / Disposal Methods and Sites ( Attachment D ) form that identifies all listed materials for disposal along with information pertaining to the method of treatment and / or disposal and site . The City requests the Contractor identify the least expensive method of treatment or disposal excluding any material going to a ‘ Subtitle D ’ landfill . The City ’ s goal is to divert as much material as possible from being sent off to a ‘ Subtitle C ’ landfill and would only allow if no other option is available . If a different disposal option is selected after what has been proposed in the contract , Contractor should notify City personnel prior to shipping waste to that location . Please note that when evaluating the method of disposal , the City will continually research alternatives to reuse or recycle materials collected at the HHM Facility and will work with the Contractor to assist in these efforts . The City shall provide the weight of each individual container or group of containers ( e . g . four ( 4 ) drums with same contents on a single pallet ) from measurements taken from the calibrated scales installed at the HHM Facility and will provide an inventory and weights of the materials to be shipped upon placing a shipment order . The weights of these materials will include the weight of the packaging materials and shipping materials .
