Notice is hereby given by the Metro Vancouver (“the Corporation”) of its intent to contract for a an additional five (5) year period with ABB INC. for Industrial Control Systems (ICS) Parts and services for an estimated value of up to $5,100,000 (exclusive of taxes).The services are expected to include: The supply support servicesThe supply of ICS OEM components and software for the proprietary system.The Corporation did not call for competitive bids for the following reasons:The Corporation) has been using the proprietary Industrial Control System since the late 1990’s, and is reliant on OEM parts and technical support services from ABB Inc. in order to support the system’s operation.The ICS components and associated software are required to be consistent throughout the system for supportability, monitoring and protection of the critical infrastructure. It would be a significant undertaking and cost to procure different equipment requiring the replacement of all existing systems.Staff are trained to use the system and are active users.Service providers wishing to object to this decision should submit their response through the Bidding System (https://metrovancouver.bidsandtenders.ca) no later than 2:00:00 p.m. local time on the 10th day of June, 2025, presenting specific reasons for their objection. If warranted, a meeting with the parties may be called to receive presentations regarding this contract. Contractors with the required expertise, experience, resources and the proven ability to offer the same or better solution at a lower cost, will be key criteria with regard to the consideration of contractor objections. Metro Vancouver’s decision in this regard will be final.
