SCOPE OF WORK A . OVERVIEW The Vendor ( s ) shall provide all equipment , materials and labor to supplement the State of Delaware ’ s need for In School Youth as described herein . The contract will require the Vendor ( s ) to cooperate with the ordering agency to insure the State receives the most current state - of - the - art material and / or services . STATEMENT OF NEEDS The intent of this RFP is to fund programs that provide services , instruction , and support that results in the outcomes described in the Performance Measures . The intended result is that participants receive their High School Diploma , GED or Equivalent or continue to the next grade . To accomplish this , there are required elements and training strategies . a . Activities must support In - School Youth training , consistent with DWDB and DET priorities and WIOA Program Requirements for Delaware Youth ages 14 - 21 who are still attending school . b . Outreach , Recruitment and Retention include but are not limited to , identifying potentially eligible youth , working with parents and guardians to secure necessary documentation , and working closely with other governmental and community organizations and school systems to identify and recruit eligible youth . Continued engagement and retention of program participants is vital to individual and program success .
