Description

Description

Classification of the products to be procured : 1 Nature and quantity of the products to be rent : Integrated Imaging Information System Set Type of the procurement : Rent Basi requirements of the procurement : A Scope, Interoperability, Risk & Efficiency The new system (Integrated Imaging Information System) shall interoperate on an equal footing with clinical and administrative domains and centrally support the end-to-end imaging lifecycle : acquisition → archiving → distribution → viewing/diagnosis → advanced analysis → secondary use (education/research/regional sharing). To enable regionally integrated care, it shall support secure, CD-less image/report sharing with referring/affiliated institutions and authorities, and provide risk-management functions (patient ID mismatch prevention, radiation dose visibility, reading priority control, audit trails). It shall improve efficiency via prefetch, rules-based auto-routing, standardized hanging protocols, duplicate exam suppression, and barcode/QR media management. B Compliance, Disclosure & Auditability The system shall provide full-text search, versioning (PR/SR/report history), audit logging, and evidentiary exports, and comply with the Guidelines for Safety Management of Medical Information Systems (v6.0). It shall include access control, operation logs/audit trails, encryption (in transit/at rest), backup/restore, and documented downtime procedures (emergency viewing/output). C System Composition Core (PACS/VNA) : DICOM(C-STORE/C-FIND/C-MOVE/C-GET), DICOMweb (WADO-RS/QIDO-RS/STOW-RS), major IHE Radiology profiles (SWF, PIR, AIR, XDS-I.b). Tiered storage (cache/main/archive) with ILM, duplicate-study detection, prefetch, rules-based routing. VNA : enterprise ID harmonization, vendor-neutral archiving, wrapping/persistence of non-DICOM (JPEG/MP4/ PDF/waveforms), external APIs. Dose management : RDSR ingestion and visualization by device/procedure. Viewers : Diagnosti : hanging protocols, prior comparison, MPR/CPR/VR, measurements, PR/SR, key images, calibrated displays. Clinical/Reference : zero-footprint, mobile/internet viewing with scoping, expiry, and watermarking. Advanced Visualization (e.g., SYNAPSE VINCENT) : PAC → analysis job dispatch, round-tri of derived objects as DICOM (SC/PR/SR/SEG), session linking, GPU optimization, concurrent license control. RIS/EMR Integration : MWL/ MPPS/UPS, voice-recognition reporting (HL ORU^R01/FHIR DiagnosticReport), cancel/replace handling, patient/exam merge. Common Platform : Security, usability support, education/research support, data warehouse/records management with usage/KPI telemetry. D UX, Bidirectional Data Flow, No Re-entry Provide a consistent UX (screen design/terms/shortcuts) across ED, outpatient, wards, reading rooms, and conferences. Enable bidirectional exchange with EMR/RIS/referral systems so patient demographics, exam data, and reports flow without re-entry (e.g., MWL → acquisition → auto-ingest → reading → report → EMR update → secure regional sharing). Include reason-for-return tracking, duplicate-exam warnings, and version/annotation diffs. E Connectivity, Peripherals & External Delivery Interoperate on the hospital network with existing modalities (CR/DR, CT, MR, US, XA/DSA, NM/PET, MG/DBT, endoscopy, digital pathology) and gateways ; support intranet portals, printers/media robots, scanners. For external parties, support electroni delivery with format selection, encryption, watermarking, and expiry per recipient profile. Provide secure teleradiology (VPN/TLS). F Performance & Availability Maintain responsive performance in daily operations and target 24×7×36 availability. Sustain practical response during morning acquisition peaks, continuous ED ingestion, and pre-conference surges. Implement redundancy (server clustering, storage redundancy, network multipathing) and automati failover, minimizing planned-maintenance downtime. Example targets (to be finalized per sizing) : initial viewer load≤ s on LAN ; prior comparison≤ s ; stable throughput at 10 concurrent users. G Security, Resilience & Operations Provide RBAC with least privilege, multi-factor authentication, controlled off-site access, encryption at rest/in transit, tamper detection, and watermarking (for reference viewing). Implement failover, backup/recovery, and a DR site. Maintain comprehensive operations for incident response, vulnerability patching, device/protocol additions, and regulatory changes. Support ATNA-equivalent audit logging and export. H Technical Documentation, Training & Evidence Deliver DICOM conformance statements, DICOMweb/IHE profile lists, RIS/EMR interface specs, hanging-protocol design guidance, VINCENT integration specs, and dose-SR handling. Provide initial and periodi training for Radiology, clinical departments, and Medical Informatics. Supply procedures for audit/eDiscovery evidence exports. I Data Migration Migrate existing PACS/VNA assets—DICOM Studies/Series/Instances, PR, SR, key images, videos, RDSR, and related metadata (patient/exam IDs, device, protocol, report links)—with continuity of use. Provide data dictionaries, export specs, and mapping tables to enable future migrations. Permit approved third-party participation and conduct pilot runs, reconciliations (count/pixel/UID), and post-migration audits. Preserve traceability between source images and derived analysis objects. Time limit for the submission of the requested material : 1 : 0 March, 202 Contact point for the notice : Yoshinori Sawada, Hospital Logistics Section, Accounting and Procurement Division, Yonago Administration Office, Tottori University, 36- Nishi-cho Yonago-shi 683-850 Japan, TEL 0859-38-7068
