Please note : This is a Sole Source Notification . The Department of Corrections is considering a request to award a Sole Source contract to 3M Company for Digital Licensing Plate Hardware , Software and Line Equipment Bailment . The Department of Administration , State Procurement Services Division , is considering a request from the Department of Corrections , to award a Sole Source contract to 3M Company through its Commercial Branding and Transportation Division for the Montana Department of Corrections / Montana Correctional Enterprises License Plate Factory to include consumables , services and software . This consists of precision plate system ( PPS ) consumables , plate builder software , blanking line and HD liner removal equipment and annual maintenance for license plate , tabs and decal production to include customized State of MT water marked HD reflective license plate sheeting series 6750 with removable top liner , PPS series 1510 UV jet inks for existing 3M PPS and digital license plate clear protective sheeting . . The determination of this Sole Source purchase is based on the following requirements : The current expired sole source contract for consumables , services and software COR23 - 0612AB , is for specialized original equipment manufactured by 3M and is needed for continued and uninterrupted production of license plates , tabs and decals for the citizens of the State of Montana . MCE has existing contract , COR - IFB - 2024 - 0468AB , for specific raw product aluminum rolled material that meets the technical requirements to be utilized in current 3M equipment . Current in - use PPS system is compatible with the State of Montana Department of Justice CARS license plate , tabs and decal operating system .
