Please note : This is a Sole Source Notification . The Department of Administration , State Procurement Services Division , is considering a request from the Montana Highway Patrol , to award a Sole Source contract to Seven Arrow Enterprises for DRE Records Management Software . The determination of this Sole Source purchase is based on the following requirements : 1 . The software must provide : A . Mobile evaluation entry on Android , Apple , and Microsoft tablets via browser , requiring no app installation or additional software . B . Configurable approval workflows for evaluation submission and review . C . Toxicology result entry and tracking . D . Automated corroboration calculations comparing toxicology results against evaluation findings , with flexible handling of drugs exhibiting multiple symptomatology patterns , to support performance evaluation . E . Coordinator dashboards that automatically surface relevant statistics and flag items requiring attention , including approaching certification expirations , users falling below corroboration thresholds , and toxicology results pending beyond designated timeframes . F . Certification management with automated in - app and email notifications to DREs and Coordinators at configurable expiration thresholds . G . Role - based access controls . H . Configurable state - specific evaluation questions . I . Architecture designed to limit collection and storage of PII ; 10 . SOC 2 – aligned cybersecurity practices with the ability to provide or obtain independent audit results . J . In - app support through a hybrid chat , knowledgebase , and support ticketing interface . K . Asynchronous role - based training for application users . L . Access to a catalog of evergreen asynchronous training modules covering advanced drug impairment and toxicology topics suitable for DRE continuing education credit . M . Access to online drug reference guides to support DRE access to credible information on substances encountered in the field . N . Study tools for DRE candidates preparing for DRE school . 3 . The purchase will be funded through a grant the expenditure must comply with the grants approved funding guidelines . 4 . Seven Arrow Enterprises ( 7AE ) is the sole developer and provider of DRE RMS , DrugImpairment . com , and all related services and tools . 7AE does not license its products or services to third - party vendors , resellers , or implementation partners . All contracts , implementation , and support are managed directly by 7AE
