Description

Description

Ål and Hol communicate with øvre Hallingdal duty area and have, according to animal health personnelova § 3 a duty, to ensure satisfactory access to services from animal health personnel, including organisation of clinical veterinary duty, on difficult working hours. The veterinary duty service is a critical stand-by function that shall ensure naudsynt veterinary care with acute assessments, and contribute to defending animal welfare and preparedness against serious doctor animal diseases. The municipalities have assessed the market area and assumed that there is limited access to veterinary surgeon resources in the duty district. A supplier has been identified as having naudsynt capacity, competence and organisation to carry out a defenceful veterinary duty scheme in accordance with the requirements of animal health personnel, the working environment regulations and communicate their needs. The tenderer has available veterinary resources with competence in both production animals and small animals, and can haul up a duty tour as a sikrar routine veterinary coverage for the duty district. Based on this, municipalities are considering that there is a special doctor on the field who expects that competition will not have real alternative funding, and that the municipalities enter into contract directly with the relevant tenderer.
