NOTICE OF INTENT TO SOLICIT DIRECTLY FROM SUPPLIERS (RFO FAR 12.201-1(c)(2)) Solicitation Number: W9127N26Q9674 Agency: Department of the Army Office: U.S. Army Corps of Engineers Location: USACE District, Portland Classification Code: S201 - Housekeeping-Custodial Janitorial NAICS Code: 561720 – Janitorial Services Notice Type: Notice of Intent to Solicit Directly from Suppliers IAW. RFO FAR 12.201-1(c)(2). This is a pre-solicitation notice, IAW RFO FAR 5.1. Synopsis: This is a special notice prepared in accordance with the Revolutionary FAR Overhaul (RFO) Federal Acquisition Regulation (FAR) 5.1 “Pre-solicitation Notice.” The U.S. Army Corps of Engineers (USACE), Portland District intends to solicit this action as 100% Small Business, firm-fixed-price service contract directly to suppliers to procure chemical (portable) toilets and associated services , per provided drawings/specifications. The statutory authority for this 100% Small Business set aside solicitation directly to suppliers is the RFO FAR 19.104-3 and RFO FAR 12.201-1(c) (2). A SOLICITATION WILL NOT BE POSTED The Government intends to proceed with this 100% Small Business set aside direct solicitation to suppliers. The NAICS code is 561720 – Janitorial Services THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government by submitting a capability statement that they have ability to supply the required supplies meeting the government’s need. If no affirmative written responses are received by 2:00 PM PST on 27 July 2026, the solicitation will be made directly to suppliers. Oral communications are not acceptable in response to this notice. A determination by the Government not to solicit this action on the System for Award Management (SAM.gov) is solely within the discretion of the Government, IAW RFO FAR 12.201-1(c)(2).
