Work includes the extension of North Jay Street from its current dead - end northeast to the intersection of Nott Street and Maxon Road , creating a new connection between Downtown Schenectady and the Mohawk Harbor area . Construction will include work zone traffic control , installation of a new two - lane roadway , sidewalk and multi - use path construction , parking lot reconstruction , drainage improvements , bioretention systems , signage , pavement striping , and decorative street lighting . This Complete Streets project will improve pedestrian and bicycle access to key destinations including Union College , Ellis Hospital , the Mohawk - Hudson Bike Hike Trail , and the Little Italy neighborhood . The owner of this contract is the City of Schenectady .
