8 EA K9 ' s , Dual Purpose , Narcotic / Patrol Explosive / Patrol ; Contract Item # 1 – Canine Specifications ; Acceptable canine breeds are German Shepherds , Belgian Malinois , Dutch Shephard or mixes of these breeds . No rescue or shelter canines will be considered . All canines must be “ Green ” untrained canines . All canines must be imported . All canines shall be in the 40 - to - 70 - pound range at time of selection . All canines must be in the 12 to 24 months of age range at time of selection . Canines must be intact , not spayed or neutered . Canines must have a 1 - year health guarantee and a 3 - month workability . Canines must have a current European Passport ; Canines must have a current examination by a licensed veterinarian , digital radiographs of hips , elbows , and spine , fully vaccinated , heartworm free and pass a selection test administered by our trainers . Kennel / Vendor Specifications ; 4 . 1 . 1 Kennel must be within 300 miles of West Virginia State Police Headquarters in South Charleston , WV ; 4 . 1 . 2 Kennel must have a minimum of 50 canines on site to select from at all times that meet the aforementioned specifications . 4 . 1 . 3 Kennel must have a N . A . P . W . D . A . K9 Master Trainer on staff . 4 . 1 . 4 Kennel must be in business at least 10 years and provide free lodging to West Virginia State Police K9 Command Staff during the testing and selection period . 4 . 1 . 5 Kennel must allow West Virginia State Police K9 Command Staff to view / walk thru the canine kennels during the testing and selection process . 4 . 1 . 6 Kennel must provide documentation that the canine was examined and deemed healthy by a licensed veterinarian within 10 days of arrival at the kennel . 4 . 1 . 7 Vendor must be registered with the State of West Virginia at the time of testing and selection of the canines . 4 . 1 . 8 Vendor must meet or exceed the specifications . If these specifications are not met , the bid will not be accepted .
