The City of Asheville , North Carolina , in conjunction with the Asheville Police Department , is soliciting BIDs from Emergency Vehicle Upfitters to provide upfit of Police Emergency Lighting and Equipment to Two ( 2 ) 2026 Chevrolet Tahoe PPV SUVs . Scope of Work A . The following describes the requirements to furnish all equipment , materials , and labor necessary to perform a complete “ turn key ” installation of specified emergency lighting , and related equipment for a total Two ( 2 ) 2026 Chevrolet Tahoe PPV SUVs as K9 Units B . Purchase and installation of new equipment as detailed C . Installation of City supplied equipment ( as specified ), Motorola APX 6500 radio equipment and antenna , Cradlepoint router system and roof - mounted antenna , Axon Fleet 3 Two Camera System , and ethernet cable for City supplied Panasonic laptop . D . Pricing to include the cost of all parts and equipment to be supplied by the vendor , as well as any delivery / freight cost for said parts / equipment . E . Pricing must include transport costs for the vendor to pick up the units from the City Fleet Management Shop located at 173 S Charlotte St , Asheville , NC 28801 . F . Pricing must include transport costs for the vendor to deliver completed units back to the City Fleet Management Shop located at 173 S Charlotte St , Asheville , NC 28801 G . If any corrections or warranty services are identified , the vendor is responsible for additional transport costs to remediate errors . H . If any corrections or warranty services are reported , the vendor must respond to the Fleet Manager or their designee with a solution via phone or email within 48 hours I . The vehicles for this project are currently ordered and have an estimated delivery to the City of Asheville of May 29th , 2026 . Once vehicles are received and processed , arrangements can be made for vehicles to be transported to Vendors Facility . SERVICE REQUIREMENTS I . Vendor shall furnish labor , miscellaneous parts , shop supplies , equipment , tools , methods of communication ( email , phone contact ), and documentation ( photos and written records ) related to the required items in this award . II . Vendor shall collaborate with the Fleet Manager or their designee on a shared Google Sheet spreadsheet provided by the Fleet Manager or their designee to track the progress of all vehicles and upload the required photos to the folders linked in the spreadsheet and tracked by VIN number . III . City - provided upfit equipment will be listed on an inventory spreadsheet and must be installed in the vehicle they are delivered with . IV . After the award is made and prior to the commencement of work , the vendor will meet with the Fleet Manager or their designee and APD staff to view vehicles for component location and installation review . V . After the award is made , the vendor must be able to receive and store the agreed - upon number of vehicles . VI . Vendor shall provide qualified , licensed , as required , technicians to perform various duties . Vendor shall have experience in law enforcement installations , including Cradlepoint routers , Whelen equipment , Motorola radios , Setina parts , Havis parts , American Aluminum EZ Rider K9 Platform , and Cool Guard PLUS M910 System . Vendor must provide proof that they are an Axon Services Network ( ASN ) partner . All design and installation locations shall be approved only by the Fleet Manager or their designee prior to work being performed . VII . Vendor will provide the City a color coded wiring diagram for each type of vehicle built for future diagnostic or repair purposes .
