Description | Patentstyret intends to enter into a contract with IPRally for a licence for a semantic search tool for use in the patent investigation process. The tool is a semantic search tool that complements patent office ́s existing search system (Ansera-based Search) by covering search needs that fall outside of this system ́s strengths, and supports multimodial searches based on text, documents, and figures. The norwegian industrial property office ́s need is justified in the requirement of search quality as ISA/IPEA authority under PCT, as well as obligations within the Nordic Patent Institute (NPI), where all other Nordic patent authorities already use IPRally. The conclusion is that only IPRally fulfils all the technical requirements and security requirements, and the procurement is therefore carried out as a direct procurement pursuant to PPR § 13-4 letter b no. 2. |
