The Government intends to purchase on a firm fixed - price basis and to solicit and award the proposed purchase order on a sole source basis for Aviatech as they are the sole authorized reseller of the required Cooper brand name L band antennas , under the authority implemented by Federal Acquisition Regulation FAR by FAR Part 13 . 106 - 1b . Offeror ' s must be registered in the System for Award Management Registration database prior to submission of an offer to be considered for award of any DoD contract . This may be accomplished electronically at HTTPS :// sam . gov . This is a firm fixed - price procurement ; therefore , the offeror ' s initial offer should represent the vendor ' bestquote in terms of price and technical acceptability . This notice of intent is not a request for competitive quotes . However , the Government will consider all quotesreceived by 3 : 00PM Eastern Standard Time on 9 February 2026 . A determination by the Government not tocompete this proposed contract based upon the responses to this notice is solely within the discretion of theGovernment .
