The required tasks for the consultant selected through this Request for Proposals include : 1 ) Site Identification : Using the above criteria , the consultant shall identify at least five sites within Lamoille County as potential locations for a newly constructed RCT facility . 2 ) Site Summary : For each site identified in Task 1 , the consultant shall prepare a narrative summary that describes the site attributes , including location , road access , topography / natural elements , utility availability , zoning , potential risks , acquisition costs , and any other available information applicable to RCT ’ s intended use . The summary for each site shall also include at least three photographs of the site and a map showing its exact location . 3 ) Site Evaluation Matrix : The consultant shall prepare an evaluation matrix that compares all of the sites identified in Task 1 . The matrix shall assign numerical scores to each of the sites for the following elements : Ease of access , Ease of development , and Ease of Acquisition . 4 ) Presentation of Options : The consultant shall meet with RCT staff and / or Board members to review and explain the results of the Site Identification Study within one month of the completion of Tasks 1 - 3 .
