Description

Description

PURPOSE The California Department of Public Health ( CDPH ) is releasing this Request for Information ( RFI ) to request feedback on vendor capabilities as it pertains a data management solution to facilitate the transmission of laboratory test requests and results between Public Health Laboratories ( PHLs ) in California ( heretofore called “ the platform ”). The platform will facilitate operations to accept test requests from PHLs submitted through standardized data exchange methodologies ( HL7 , JSON , APIs , etc .), investigate the test request , identify the target laboratory , translate the formatting of the test request into an appropriate format for the destination laboratory , deliver the request message to the target laboratory , and then handle acknowledgment and test result messages through the same process going the other way . Additionally , the system will provide a web - based user - interface to enable manual submission of test requests , viewing of status messages , administration , etc . OBJECTIVE The California Department of Public Health , Laboratory Data Exchange ( LDX ) Program is seeking a solution commonly known as Electronic Test Orders and Results ( ETOR ). The current scope of participants in a California ETOR ecosystem includes 30 PHL . These PHL utilize a variety of industry standard , and some non - standard , Laboratory Information Management Systems ( LIMS ). We desire an ETOR system to integrate the lifecycle of test requests and results between these participants . Use the following information for planning purposes : LIMS in use by participants in CA Number ABS Systems 1 Apollo 8 Cerner 2 Epic 3 Orchard ( Copia ) 3 Orchard ( Harvest ) 7 StarLIMS 3 Sunquest 1 Unknown or non - standard solution 2 To accomplish this objective , CDPH is issuing this RFI . CDPH is open to a variety of solution architectures . When considering your responses , please take the following into account ; • CDPH operates a mature cloud - based data ecosystem which is available for vendors to leverage . This data ecosystem is based on Azure and Power Platform . • We utilize Databricks for data warehouse operations and we also operate data ingestion engines driven by Rhapsody . • CDPH has existing licensing and support models for the above - mentioned components . Vendors are encouraged to consider leveraging these components when describing their potential solutions . Please utilize the information in Exhibit A as a description of the mid - level requirements for the solution CDPH desires . This content provides descriptions of expected functionality , interfaces and outcomes . For the purpose of scoping your responses , please take the following into account : • CDPH and the PHLs currently transact around 2 . 6k test request / results per month on average . o During emergencies , we expect those numbers to increase up to 1 , 000 times . • Ideally the system would be operational on or before 11 / 01 / 2027 . In your response , please use this point in time as a signpost for addressing feasibility , resourcing , timeline , etc . CDPH operates in a rigorous information security environment . Vendor ’ s solution should comply with applicable security standards / regulations / policies . • For responders envisioning a solution leveraging the CDPH data ecosystem , CDPH provides a reference document “ Information Systems Security Requirements for Projects ( ISO / SR1 ) version 5 . 5 ” which enumerates the standards a vendor will need to comply with during an engagement . • For responders envisioning a cloud - based solution external to the CDPH data ecosystem , CDPH provides a reference document , “ Cloud Service Provider ( CSP ) Security Standard version 1 . 8 ”, which enumerates the standards a vendor will need to comply with during an engagement . Please take these policies / standards into account when considering your responses .
