The objectives of this project include : · Evaluate current water share usage and delivery systems . · Identify inefficiencies , losses , or underutilization . · Ensure compliance with applicable water rights and administration requirements . · Develop recommendations for infrastructure and operational improvements . · Provide cost - effective , implementable solutions A . Existing Conditions Assessment · Review of water rights documentation , decrees , and share ownership . · Site investigation of existing irrigation and conveyance infrastructure . · Coordination with local ditch companies and / or water districts . B . Water Usage & Efficiency Analysis · Analysis of historical and current water usage . · Identification of system losses , inefficiencies , or operational constraints . · Evaluation of delivery timing and allocation practices . C . Hydraulic & Infrastructure Evaluation · Assessment of canals , pipelines , headgates , meters , pumps , and storage . · Hydraulic modeling as appropriate . · Identification of deficiencies or bottlenecks . D . Regulatory & Legal Coordination · Coordination with the Colorado Division of Water Resources and / or local water commissioner . · Identification of permitting or approval requirements . · Ensuring compliance with water rights administration and applicable statutes E . Alternatives Analysis & Preliminary Design · Development of improvement alternatives ( e . g ., metering , lining , piping , automation ). · Evaluation of costs , benefits , and feasibility . · Conceptual / preliminary design of recommended improvements F . Cost Estimation & Implementation Planning · Opinion of probable construction costs . · Phasing and prioritization recommendations . · Identification of potential funding sources ( if applicable ). G . Optional Services ( if needed ) · Final design and construction documents . · Bidding support . · Construction administration .
