LHD Class Midlife Electric Plant Control Support

The Naval Surface Warfare Center Philadelphia Division ( NSWCPD ) intends to award a Firm - Fixed - Price ( FFP ) Blanket Order Agreement ( BOA ) order to provide from Woodward Inc ., engineering and program management support for LHD Class Midlife Software Development which includes Graphical Application Program ( GAP ) Software , Human Machine Interface ( HMI ) Software , and Model and Simulation development and integration . The Government intends to solicit and negotiate with only one source under authority of 10 U . S . C . 3204 ( a )( 1 ), “ Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements ,” as implemented by Federal Acquisition Regulation ( FAR ) Subpart 6 . 302 - 1 . Interested parties , however , may identify their interest and capability by responding to the requirement . This notice of intent is not a request for competitive proposals and does not constitute a solicitation . The Government will consider all information received prior to the closing date of this synopsis . Information received will normally be considered solely for determining whether to conduct a competitive procurement . A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government .
