Oregon State University intends to contract for the provision of LI - 600PF + LI - 600N Porometer / Fluorometer Package from LI - COR Inc . as a sole source because of the contractor being the single provider of the goods and / or services . OSU is conducting research on tree physiology . The LI - 600N measures the stomatal conductance and chlorophyll fluorescence of a single needle , narrow leaf , or blade of grass . The LI - 600PF measures the stomatal conductance and chlorophyll fluorescence of a broad - leaf . These measurements are required for the research . No alternative vendor offers a product that meets all of the following requirements : # 1 Simultaneous stomatal conductance and chlorophyll fluorescence measurement in a single handheld device . # 2 Compatibility with LI - COR ' s existing data management ecosystem ( LI - COR Connect software ). # 3 Field - portable form factor suitable for forest use . # 4 Equivalent manufacturer support , calibration services , and documented accuracy specifications .
