Scope of Work . The scope of work generally includes repainting the walls , including handrails and other appurtenances , of the Main - Level Foyer and Entry areas of the San Carlos Library , including the adjacent hallways leading to the stairwells and bathrooms , and the stairwells themselves . Additionally , the project includes repainting the walls , including any handrails and other appurtenances , of the Library ’ s Upper - Level Rotunda area above the main entryway , including the structural pillars extending from the top floor to the ceiling , but excluding the circular feature , and the adjacent staff hallway . The project also includes repainting and anti - graffiti coating of all wall surfaces , structural pillars , bollards , metal grates and latticework in the Library ’ s Lower - Level underground parking lot . Includes the elevator lobby area at the bottom of the stairwell , the Police entrance aisle , and the Chestnut Avenue stairway . Additionally , the project includes repainting and anti - graffiti coating of seven ( 7 ) existing light poles in the Upper - Level above ground Library parking lot . The entire scope of work described above includes all necessary surface preparation and painting for the areas described .
