The contractor will furnish a proposal and price for all materials , labor and equipment to complete the job and deliver the scope of work for the building in accordance with bid set B . The contractor must familiarize himself with the site , all details of the work required , and existing conditions . The contractor must be a going entity for at least 3 years , and produce a valid certificate of liability insurance , labor and material and performance bonds which must be on hand before work begins . The Contractor shall perform on the site , and with its own organization , work equivalent to at least 75 % [ seventy - five ) percent of the total amount of work to be performed under the contract . This percentage may be reduced by a supplemental agreement to this contract if , during performing the work , the Contractor requests a reduction , and the City determines that the reduction would be to the advantage of the City .
