SPECIFICATIONS AND REQUIREMENTS The Contractor shall perform the following light and medium - duty towing and related services in support of the City of Long Beach Towing Division , in compliance with all applicable laws , regulations , and contractual requirements :  The contractor ‘ s dispatch office shall receive electronic tow requests from the city of long beach towing dispatch office via the city software vendor ’ s “ Wrecker Tow ” web - based software .  The contractor shall dispatch the company ’ s tow operator using Wrecker Tow web based software . Contractor tow drivers shall receive tow requests via a smart phone based ( iOS or Android only ) Wrecker Tow driver app .  Tow light and medium - duty vehicles .  Scene clean - up and hazardous disposal as required .  Attend to disabled city vehicles and provide all towing related services by request on a 24 - hour basis , 7 days a week , 365 days per year .  Contracted tow truck operators must possess the proper State of California Driver ’ s License required to operate the towing vehicle and equipment designated and must have received sufficient training to operate without direct supervision .  Contracted tow truck operators will be required to wear an approved “ mechanic style ” uniform ( ankle length trousers and button front shirt with collar ). All uniforms must display the Contractor ’ s company name and the driver ’ s name . Tow truck operators will be required to maintain acceptable standards of dress and cleanliness while in the field . Contractor is required to submit a picture of the uniform with their proposal .  As set forth in 12110 of the California Vehicle Code , no towing service may provide , and no person or public entity may accept any direct or indirect commission , gift , or any compensation whatsoever from a towing service in consideration or arranging or requesting the services for vehicle tows . As used in this section , “ arranging ” does not include the activities of employees or principals of a provider of towing services in responding to a request for towing services .  Services as provided in the specifications must comply with all City and State laws and ordinances that regulate tow units .
