The purpose of this Request for Proposal ( RFP ) is to select a qualified local 501 ( c )( 3 ) non - profit social service organization to develop and operate the requested services . Participation in this solicitation is limited to 501 ( c )( 3 ) nonprofit organizations that maintain a physical headquarters within the corporate limits of Hot Springs , Arkansas . Respondents must provide evidence of local operation for a minimum of one ( 1 ) year prior to the date of this RFP . The successful organization will be responsible for developing and operating an appropriate program that will seek to hire individuals experiencing , or at risk of experiencing , homelessness to abate litter at the City ' s direction , both on an as - needed basis and according to map and schedule , in return for a wage , as well as access to resources and supportive services for help with finding housing , mental health and addiction treatment , and more sustainable employment . Respondents shall meet the project scope requirements , reporting requirements and deadlines .
