GENERAL REQUIREMENTS : 2 . 2 . 1 Successful seller shall provide all labor , supervision , parts , materials , equipment and supplies necessary to perform locksmith services listed herein . 2 . 2 . 2 Successful seller shall provide locksmith services for the Police Department and Fire Department in emergency situations for Non - City Owned Buildings as listed in section 2 . 2 . 13 . 2 . 2 . 3 Office of Supportive Housing ( One ( 1 ) Location ): Maintain , install and / or modify locks , locking devices , doors , windows , and moveable equipment as well or providing key making services . Office of Supportive Housing Warehouse 4000 N . American Street Philadelphia , PA 19140 2 . 2 . 4 Department of Human Services : Maintain , install and / or modify locks , locking devices , door closing devices and security or safety hardware on a variety of doors , windows , and moveable equipment . The Philadelphia Juvenile Justice Services Center 91 North 48th Street Philadelphia , PA 19139 2 . 2 . 5 Successful seller must be able to work on the specific manufacturers / equipment listed herein . The items requiring service shall consist of , but will not be limited to , locks , key - making , security devices , panic bars and door closers . • Corbin • LCN • Medeco • Sargent • Schlage • Taylor • Yale • Best • Marks • Mogul • Paracentric 2 . 2 . 6 All replacement parts must be equal to OEM standards , specifications , and tolerances . 2 . 2 . 7 Safety : The seller shall in the performance of his work follow all standard safety practices of the trades . He shall at all times comply with requirements of the Occupational Safety and Health Act of 1970 ( OSHA ). 2 . 2 . 8 Service Response Time : 2 . 2 . 8 . 1 Regular Service Hours ( City Owned Buildings ): Seller ’ s personnel must arrive at City ’ s site , with all necessary tools , materials , and equipment required to commence work within twenty - four ( 24 ) hours from the time the City contacts the seller ’ s representative until the seller arrives at City ’ s site . 2 . 2 . 8 . 2 Emergency Service Hours ( City Owned Buildings ): In the event of an emergency request for service , the seller ’ s personnel must arrive at City ’ s site , with all necessary tools , materials , and equipment required to commence work within two ( 2 ) hours from the time the City contacts the seller ’ s representative until the seller arrives at City ’ s site . 2 . 2 . 8 . 3 Regular / Emergency Service Hours ( Non - City Owned Buildings ): In the event of a regular and / or emergency request for service , seller ’ s personnel must arrive at the site ( specified by the City ), with all necessary tools , materials , and equipment required to commence work within two ( 2 ) hours from the time the City contacts the seller ’ s representative until the seller arrives at City ’ s site . 2 . 2 . 8 . 4 Service Requirement : If seller arrives at City ’ s site to commence work but cannot complete the repair because seller does not have the required part on hand , seller must return to City ’ s site within two ( 2 ) days to complete the repair . NOTE : Each occurrence of failure to meet the response times stated in paragraphs 2 . 2 . 8 . 1 through 2 . 2 . 8 . 4 above , may subject seller to liquidated damages as specified in Paragraph 4 . 2 . 5 below . 2 . 2 . 8 . 5 Seller Contact : Seller shall state the name , phone number , and pager number of seller ’ s contact person for the City to contact for service in PHLContracts under the “ Questions ,” tab .
