Description

Description

2 . 2 Project Needs The Lower Alemany area is part of the Islais Creek watershed that has historically experienced flooding during intense storm events . Under current conditions , the existing system is unable to adequately convey wet weather flows generated by a Level of Service ( LOS ) five - year , three - hour storm event , defined as a storm producing approximately 1 . 3 inches of rainfall with a statistically derived peak intensity . On November 2021 , A Clean Up and Abatement Order ( CAO ) was established between the California Regional Water Quality Control Board and SFPUC to manage stormwater during the LOS storm and manage inundation risks to public and private properties , transportation corridors , and downstream sewer facilities . The Project proposes a new auxiliary sewer intended to intercept and bypass excess wet weather flows , therefore reduce flooding impacts in the Lower Alemany area . 3 . Project Description 3 . 1 Overall Scope and Alignment The project is to construct the Alemany Auxiliary Sewer , an approximately 1 . 4 - mile - long conveyance designed to manage wet weather flows during major storm events . The alignment primarily follows Alemany Boulevard , Gaven Street ( south of Interstate 280 ), and Boutwell Street ( east of the Interstate 280 / U . S . Highway 101 interchange ). The auxiliary sewer will connect upstream to the existing Alemany Sewer and downstream to the Industrial Sewer and Islais Creek Transport / Storage system , integrating new infrastructure with the City ’ s existing combined sewer system . 3 . 2 Tunnel and Shaft Construction A significant portion of the auxiliary sewer will be constructed as a deep tunnel . The project includes approximately 6 , 320 linear feet of tunnel with an internal diameter of 10 feet . Tunnel construction will be supported by three primary construction shafts , which will later be converted into permanent vent shafts . Shaft diameters will be as large as 45 feet , with depths reaching up to approximately 90 feet in mixed soil and rock conditions . The tunnel is anticipated to be constructed using either a tunnel boring machine ( TBM ) with precast segmental lining or pipe jacking methods , depending on contractor means and methods . These approaches are intended to minimize surface disruption while providing a durable and watertight conveyance structure suitable for long - term operation . 3 . 3 Box Sewer Construction In addition to the deep tunnel , the project includes approximately 1 , 000 linear feet of box sewer constructed using cut - and - cover construction methods . This section will consist of a single box sewer measuring approximately 7 feet in height by 13 feet in width inside dimensions . The box sewer will be located along Boutwell Street and Industrial Street and will provide a transition between the tunnel system and downstream connection structures . Cut - and - cover construction will require careful coordination and relocation of existing utilities , relocation of the San Francisco MUNI transit overhead contact system , traffic control measures , and surface restoration , including roadway repaving and replacement of affected streetscape elements . 3 . 4 Diversion and Connection Structures Upstream improvements include modifications to the existing Alemany Sewer to enable diversion of wet weather flows into the new auxiliary sewer . This work includes construction of a new diversion chamber and structural reinforcement of the existing sewer to allow creation of new openings while maintaining system integrity . As for downstream improvements , the project includes reconstruction of portions of the existing Barneveld - Industrial Connection Structure ( BICS ) located on Industrial Street . This work will allow the auxiliary sewer to discharge and blend wet weather flows into the existing combined sewer system . Structural upgrades to the BICS include reinforcing the existing roof slab with carbon fiber materials to meet load and durability requirements . 5 . 1 Questions Please provide a response to the following questions : 1 . Would your firm be interested in bidding on this project ? Yes / No a . If yes to Question No . 1 above , rate your interest in this Project from 1 ( minimal interest ) to 5 ( high interest ) b . If no to Question No . 1 above , please state why . 2 . Would your firm be able to bid on this project if the project is advertised in around April 2026 , with notice to proceed around February 2027 ? Yes / No a . If no to Question No . 2 above , what timeline may be more appealing for your firm to be interested in bidding ? 3 . Are there project elements that the SFPUC should address prior to solicitation that would make the project more attractive ? 4 . Are there any critical concerns and risk about this project ? What portion of the project do you see carrying the highest risk ? 5 . Are there specific contract terms ( e . g ., risk allocation , incentives , liquidated damages ) that would significantly affect your interest in bidding ? 6 . Are there any other changes that would make this project more attractive to bidders ?
