Description | The Haines Borough is soliciting proposals from qualified firms to provide comprehensive Owner ’ s Representative ( OR ) services . The OR will act in partnership with Borough staff , providing technical expertise , project management , quality assurance , stakeholder communication , regulatory support , and full compliance with Borough priorities and all applicable regulations . This phase of the owner representative services request will include bridging documents and RFP development for a Design Build firm selection for the full design and construction of the dock facility . This phase of owner representative services shall include concept development , including public and committee engagement , bridging document development , RFP development for design - build procurement , bid phase services , contract negotiation support , and permitting support . Construction administration and inspection services may be negotiated after design - build procurement |
