The City of Niles was recently been acknowledged as a certified Michigan Economic Development Corporation ( MEDC ) Redevelopment Ready Community ( RRC ). The City is leveraging the Technical Assistance Match Funding Program with a total budget up to $ 50 , 000 . The following professional planning services shall meet criteria and content required in the Michigan Planning Enabling Act , including , but not limited to : 1 . Community engagement to gather input and feedback from the community , municipality boards and stakeholders . The Master Plan should reflect the types of development the community desires and channel resources to priority areas . 2 . A land use plan and program including recommendations for recreation and other forms of public use such as The NODE and access to downtown from residential areas . 3 . General location , character and extent of transportation , infrastructure , public utility systems and other similar facilities . 4 . Recommendations for blighted areas and changes to streets , open space , buildings , utilities . 5 . Recommendations for implementing any of the plan ’ s proposals . The City of Niles is a certified community with the Michigan Economic Development Corporation ’ s ( MEDC ) Redevelopment Ready Community Program ( RRC ). The Master Plan must be consistent with best practices recommended by the RRC including , but not limited to : a . The Master Plan reflects the community ’ s desired direction for the future b . The Master Plan identifies strategies for priority redevelopment areas c . The Master Plan addresses current and future land use d . The Master Plan addresses infrastructure including street elements e . The Master Plan includes a zoning plan f . The Master Plan incorporates recommendations for implementation including goals , actions , timelines and responsible parties The following if and to the extent deemed important per above ( 5a ); i . e ., the community ’ s desired direction for the future … 1 . Street elements . Complete street elements should be addressed including , but not limited to , consideration of traffic calming measures through the historic downtown and other notable areas ( including residential neighborhoods ) should be addressed . 2 . Parking . Examine inventory of available parking and existing standards in an effort to achieve the right balance of available parking spaces ( especially in and around downtown ) and minimum standards .
