Master Plan Update

The CONSULANT shall prepare a comprehensive update of the City ’ s Master Plan as outlined herein . Specifically , this update is intended to review and build upon past City master plans and special studies in order to establish continuity with past and current planning efforts , as well as afford the community the opportunity to adjust course as might be warranted based upon new data , trends , or community input . The 2050 Master Plan shall provide an overarching , coordinated vision for the City through the year 2050 , which will be subsequently implemented via goals , objectives and recommendations contained within each Chapter of this Plan , as well as the Plan ’ s Implementation Chapter . Using data , as well as public input received throughout the planning process , each respective chapter of the 2050 Master Plan shall include a rigorous and detailed analysis of each specific subject matter addressed in each respective chapter . Based upon data analysis and public input , each chapter shall contain goals , objectives , and recommendations to guide the community moving forward . The respective goals , recommendations , and objectives of each individual chapter included in the Master Plan shall be weaved together to create a well - coordinated and fully integrated master plan to guide Concord forward through the year 2050 . To ensure the success of this master planning effort , it is critically important that goals , objectives , and recommendations developed as part of this project are well - conceived , pragmatic , detailed , coordinated , integrated , and implementable . The CONSULTANT shall be responsible for preparing and furnishing all deliverables set forth herein . The master plan , and associated tables , graphs , charts , maps , graphics , and associated public presentations , reports and appendices , shall be a professionally prepared , attractive and engaging . The plan shall be an easy to use document , together with all required maps and appendices .
