The work to be done consists , in general , of preparation and construction of left - turn lanes , signing and striping , furnishing and installing flashing beacons at several locations throughout the County . The County of Kings ( County ) is the lead agency on a project to install dedicated left turn lanes at the intersections of Excelsior Avenue & 131 / 4 Avenue and Excelsior Avenue & 11th Avenue as well as the installation of flashing beacons at the intersection or as advanced warning at 19th Avenue & Jersey Avenue , Idaho Avenue & 17th Avenue , Jackson Avenue & 14th Avenue , and Grangeville Boulevard & 7th Avenue . All work must comply with State , Federal and Local requirements . PROJECT DESCRIPTION 1 . Project Overview In 2023 the County received funding under the Federal Highway Administration ( FHWA ) Highway Safety Improvements Program ( HSIP ) for the construction of safety improvements at various locations throughout the County . Improvements consist of the installation of flashing beacons at the stop ahead and / or stop signs at the following intersections : Grangeville Avenue at 7th Avenue , Idaho Avenue at 17th Avenue , Jersey Avenue at 19th Avenue , and Jackson Avenue at 14th Avenue . In addition , the improvements include the addition of dedicated left turn lanes at the intersections of Excelsior Avenue & 11th Avenue , and Excelsior Avenue & 13 ¼ Avenue . 2 . Existing Facility Various rural intersections throughout the County . The roadways are a combination of minor arterials , collectors and local roadways . The sections are either four - way or two - way controlled intersections .
