Description | <b><i>Please note that this is not a call for tenders but a publication announcing the Contracting authority’s <a href="https://ec.europa.eu/docsroom/documents/40287" target="_blank">intention to publish a future negotiated low or middle valueprocedure. </a> </i></b><br></br>The overarching objective of this Contract is to produce a methodology and associated modelling toolbox to assess the environmental and socio-economic impacts (costs, employment, and distributional effects) of EU CE policies. To answer the research question “How effective they are and how they can be recalibrated to bring us on the required trajectory to deliver on the (Green Deal and CE) objectives”? Methodology and associated modelling tools should build upon the state-of-the-art in the field. Particular attention shall be placed on making the modelling framework scientifically robust, user-friendly and adjustable for future applications. The specific objectives of the study are: • To elaborate future scenarios of CE policies for selected carbon-intensive industrial materials (e.g. cement/construction materials, steel, aluminium, plastic), based upon interviews with relevant stakeholders and literature. • To produce a methodology and, accordingly, flexible modelling tools to assess the environmental and socio-economic impacts of CE policies. The modelling framework shall ensure flexibility to incorporate future changes, quantification of the relevant impacts, parametrisation, uncertainty analyses. • To apply the methods to a selected number of scenarios representing CE policies or policies that can affect circularity in EU, focusing primarily on carbon-intensive materials. Among the others, the potential effects of Carbon Border Adjustment Mechanisms on the CE in Europe shall also be studied. |
