Description | Other Than Full and Open Competition ( J & A ) under 41 U . S . C . 1901 and FAR 6 . 104 . This action will result in the award of a new Firm - Fixed - Price ( FFP ) contract with a 12 - month period of performance for Modular Facility Lease and Maintenance , including Modular Facility Teardown and Removal . The required services are provided by Harbor Fed Con LLC , the Original Equipment Manufacturer ( OEM ) of the modular facility currently in place at Robins AFB . The existing facility houses approximately 150 employees , including all furniture , IT equipment , and infrastructure . Harbor Fed Con LLC is the only responsible source capable of meeting the Government ’ s immediate needs without unacceptable mission impact . |
