All proposals will offer full features of Moodle ( version 4 . 5 or higher ). The vendor ’ s hosted service shall provide all required robust hardware , bandwidth , and interface tools necessary to provide quality services , and support future versions of Moodle during the time of this contract . The proposals must address the following requirements along with a description of the full suite of proposed services . a . Vendor must provide server space to host Moodle and any other required necessary applications . b . All servers must be located in the continental United States . c . A description of data snapshots and data retention . d . A description of off - site storage of all backup file and disaster recovery / business continuity procedures . e . A description of Moodle Admin access to SFTP ( limited ) and MyPHPAdmin access to back end . f . A description of the functions that provide Import , Export , and Purge capability , using industry standards to enable users to manage their data and easily transition from one platform to another . g . A description of the vendor ’ s high quality , comprehensive help desk services to support Moodle on a 24 / 7 / 365 basis for Moodle admins in both live phone and web - based support . i . Proposals should provide a clear point of contact and process , including response time , for escalated issues . ii . Proposals should describe the approach for a 24 - hour response time for escalated issues and continue daily status updates until the issue is resolved . iii . Vendor will not be handling support issues for end users . h . User specifics , including course and role - within - course , must be uploaded using CSV files . i . At least one instance is required to be available in a stage environment by May 1 , 2026 or within 10 business days after the contract is executed if the contract is awarded after May 1 , 2026 . j . ATLAS owns all material , courses , grades and information pertaining to Moodle stored on the proposer ’ s server .
