The Naval Air Systems Command ( NAVAIR ), Patuxent River , MD , intends to award a modification under N00019 - 18 - C - 1012 to The Boeing Company ( Boeing ) for the negotiation and award of the procurement for tools and training in support of the Cross Domain Solution ( CDS ) Raise - The - Bar ( RTB ) version 5 . 1 certification phased requirements for the MQ - 25A Program . For this proposed action , the Government intends to solicit and negotiate with only one source under the authority of 10 . U . S . C . 2304 ( c )( 1 ) and Federal Acquisition Regulation ( FAR ) Subpart 6 . 302 - 1 , " Only one responsible source and no other type of supplies or services will satisfy agency requirements ." Boeing is the sole designer , developer and manufacturer of the MQ - 25A unmanned aircraft and therefore , Boeing is the only contractor with the experienced staff , necessary plants , equipment , suppliers , and technical understanding of what is required for the procurement . Boeing is the only source with the unique capability to address the interrelated impacts of each order on each other and on the developmental efforts of the MQ - 25 program . THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS . Interested parties , however , may identify their interest and capability by responding to the requirement . The Government will consider all information received prior to the closing date of this synopsis . Information received will be considered solely for determining whether to conduct a competitive procurement . A determination by the Government not to compete the proposed contract effort based upon responses to this notice is solely within the discretion of the Government .
