Description | 1 . Project Analysis : the municipal advisor will analyze financial alternatives available to the City for each proposed project and provide the City with a recommendation , complete with financial benefits and opportunity risks to the City . 2 . Transaction Support : If the City proceeds with a financing , the municipal advisor will assist in all phases of execution , including preparation of offering documents , rating agency presentations , and coordination with bond counsel and underwriters . 3 . As - Needed Consulting : The financial advisor will be available to the City on an as - needed basis at any time during the term of the contract . 4 . Policy Review : The financial advisor will assist the City in several initiatives , including reviewing and updating its Credit and Debt Management Policy , reviewing and assisting with disclosure requirement and compliance , preparing studies or financial strategies as requested by the City , and other advisory services agreed to in writing between the parties . Analysis of the City policy will take into consideration many of the factors used by rating agencies in determining the City ' s credit worthiness . |
