The purpose of this RFSQ is to obtain statements of qualifications from companies . The intent is to award a contract under Utah Procurement Code 63G - 6a Part 15 for the purchase of Design Professional Service Providers and Consultants . The vendor with the highest - ranking will be selected to negotiate a contract at compensation determined to be fair and reasonable . If fair and reasonable compensation , contract requirements , and contract documents cannot be agreed upon with the highest ranked vendor , the state may proceed with negotiations with the next highest ranked vendor . Do NOT include pricing when you submit your qualifications . Additional information about this project : The budget for this project is $ 150 , 000 . 00 for the entire 5 - year term ($ 30 , 000 per year ). This will be funded , in whole or in part , by DHHS ' Mental Health Block Grant , which has federal restrictions . With DHHS permission , the awarded vendor may also do a limited aount of fundraising to cover conference expenses that cannot be expensed under DHHS ' Mental Health Block Grant . Over the course of the 5 - year contract term , DHHS reserves the right to change funding sources , which may include , but is not limited to , identifying new funding sources to expand the program . Adding funds to the resulting contract above the inital $ 150 , 000 . 00 will require approval from the State of Utah ' s Chief Procurement Officer ( via the State of Utah Division of Purchasing ) and a contract amendment .
