NASA / Information Technology Procurement Office ( ITPO ) is hereby soliciting information from potential sources for NASA Digital Engineering Windchill Migration Services . The National Aeronautics and Space Administration ( NASA ) ITPO is seeking capability statements from all interested parties , including all socioeconomic categories of Small Businesses and Historically Black Colleges and Universities ( HBCU )/ Minority Institutions ( MI ) for the purposes of determining the appropriate level of competition and / or small business subcontracting goals for NASA Digital Engineering Windchill Migration Services . The Government reserves the right to consider a Small , 8 ( a ), Women - owned ( WOSB ), Service - Disabled Veteran ( SD - VOSB ), Economically Disadvantaged Women - owned Small Business ( EDWOSB ) or HUBZone business set - aside based on responses received . The purpose of the NASA Digital Engineering Windchill Migration Services contract is to migrate existing Center Windchill PLM systems into the Agency Multi - Center Windchill Cloud platform . The goal is to have a base contract to provide migration services to one NASA Center with options to perform additional migrations . Cost effective the options may be turned on before the completion of the base contract if it is cost beneficial to NASA . Please see the attached Draft Statement of Work ( SOW ) for details .
