The purpose of the funding is to expand evidence - based , culturally appropriate policy , systems , and environmental strategies that address the four National Tobacco Control Program goals : 1 ) Prevent initiation of tobacco use ( including emerging products and e - cigarettes ) among youth and young adults ; 2 ) Promote quitting among adults and youth ; 3 ) Eliminate exposure to secondhand smoke ; and 4 ) Identify and eliminate tobacco - related disparities among population groups at greatest risk . Among the priority populations at greatest risk for tobacco use is the Native Hawaiian population who are over - represented in nearly all data categories relating to smoking and exposure to secondhand smoke . The State is seeking interest from a local lead agency (“ provider ”) to implement tobacco control strategies and activities in Native Hawaiian communities using a population - based approach that contributes to changes in social norms and behaviors related to tobacco use and dependence and secondhand smoke exposure .
