Description
Description | Wirral Council (the "Council"), as the Contracting Authority, in partnership with Procure Partnerships Framework intends to let a National Developer Framework (the "Framework"). The Framework will have a maximum duration of four years and may be used to award contracts for public sector development requirements across all English Regions. The Framework is designed to provide Public Sector Contracting Authorities with access to suitably qualified Development Partners capable of supporting projects across the full development lifecycle, from master planning and securing planning permission through to design, construction, delivery and, where applicable, aftercare of completed assets. The Framework will include a range of delivery models, including Development Agreements (DA), Joint Ventures (JV), Special Purpose Vehicles (SPV), Limited Liability Partnerships (LLP) and pre-development and feasibility support services. The Framework will be structured on a regional basis across England, aligned with established English regions (based on NUTS codes), enabling delivery through locally experienced partners with knowledge of regional markets and supply chains. The Framework consists of 63 Lots, comprising 36 Development Agreement Lots (Lots 1-36) and 27 Joint Venture / SPV Lots (Lots 37-63), split across nine English regions and a series of value bands. Development Partners may apply for one or more Lots and one or more regional areas, subject to the Lot constraints set out below. Full details of the Lot structure are set out under each Lot below. Potential Framework users may therefore include but are not limited to Local Authorities and Combined Authorities, NHS Trusts and NHS Organisations, Universities and Further Education Institutions, Housing Associations, and other Public Bodies with land or regeneration objectives. Further information on Framework users: https://procurepartnerships.co.uk/eligible-users/ End-Users will award call-offs on the basis of Direct Award, Express Competition or Further Competition, as set out under Framework operation description below. |
