This is a non - personal services contract to provide Region VII Supported Collective Training Exercise ( SCTE ) Structural Collapse Venue Site ( SCVS ) support , provide and manage contractor role players , moulage artists , and weighted manikins . The Government shall not exercise any supervision or control over the contract service providers performing the services herein . Such contract service providers shall be accountable solely to the Contractor who , in turn , is responsible to the Government . The NGB J3 / 7 provides the Chief , National Guard Bureau ( CNGB ) with subject matter expertise on joint doctrine , training , education , and exercises to ensure a trained and balanced National Guard force ready to support any mission of the several States or Combatant Commanders . Evaluation Process : Offeror quotes shall be evaluated under FAR 12 . 203 Evaluation . Therefore , the Government is not obligated to determine a competitive range , conduct discussions with contractors , solicit final revised quotes , and use other techniques associated with FAR Part 15 . The Government will award a contract resulting from this solicitation to the offer responsible whose offer conforming to the solicitation will be most advantageous to the Government , price and other factors considered . The following factors shall be used to evaluate offers : Technical Capabilities , Past Performance , and Price . 1 . Technical : The offeror ? s quote shall be evaluated to determine if the organization has the experience and capabilities to provide the requested services IAW the Performance Work Statement . Generic and overarching statements regarding capabilities will not be an acceptable explanation of executable capability . Offeror will clearly and individually outline capability to fulfill contract requirements for all services and deliverables at the time of submission of its offer . 2 . Past Performance : Provide three ( 3 ) references of work ; similar in scope and size ; with the requirement detailed in the Performance Work Statement . References must include contact information , a brief description of the work completed , and contract number . 3 . Price : Offeror will provide one quote for CLIN 0001 and CLIN 1001 .
