Nevada City Active Transportation Trails and Complete Streets Master Plan

The City intends to procure the services of a qualified consultant to prepare the Nevada City Active Transportation , Trails , and Complete Streets Master Plan . The Plan area is the City ’ s current jurisdictional boundary ( approx . 1 , 510 incorporated acres ). The Plan will also include connectivity to areas within the Sphere of Influence ( LAFCO designated areas where the city plans to grow ), the General Plan area , adjacent open space areas and trail networks , adjacent areas such as City of Grass Valley , and unincorporated areas surrounding the city that are served by collector and arterial roadways through Nevada City . It is anticipated that the Consultant will work together with City Staff and Stakeholders to implement a data - driven planning process with broad community outreach , emphasizing solutions sensitive to the local context , to provide an implementation - focused final Master Plan document . Due to the city ’ s age , the circulation network consists of many narrow and winding streets . The General Plan emphasizes the importance of “ preserving the ‘ eccentricities ’ of the road network as an integral part of the special character of the city .” Given the city ’ s historic nature and narrow streets , there may be constraints for some conventional street improvements – however , we would like to consider creative solutions for street layout , traffic calming , signage and striping for ‘ shared space ’ and similar concepts . We seek to apply best practices and draw from proven examples of successful bicycle and pedestrian design , including internationally recognized models from places such as the Netherlands .
