1 . 1 . Responders are required to comply with all specifications . DNR will be the determining factor if vendor meets specifications . The DNR reserves the right to reject any or all bids or portions thereof ; to waive any irregularities or informalities in bids received and to cancel the solicitation if it is considered in the best interest to the state . 1 . 2 . Responses that do not comply with the solicitation will be considered non - responsive and will be rejected . The award will be made to the lowest total sum bid meeting specifications and all the terms and conditions . 1 . 3 . Unit price must include all costs associated with this project , which include items such as materials , shipping charges , manual and warranty ( if applicable ). The State will not pay any additional charges beyond the price ( s ) listed in the response , unless otherwise provided for by law or expressly allowed by the terms of the solicitation . 1 . 4 . Vendors must be an authorized dealer or reseller ( s ) for the product requested if a specific manufacture item is requested . 1 . 5 . When brand names or manufacturers ’ numbers are stated in the specifications , they are intended to establish a standard only and are not restrictive unless the solicitation ( event ) specifies “ no substitute ”. Responses will be considered on other makes , models , or brands having comparable quality , style and performance characteristics . Vendor should attach product specifications sheet . 1 . 6 .
