A . Purpose and Scope The purpose of the Agency Newsletter is to provide the older population of Westmoreland County with proper information regarding available services and other relevant information . This service is provided to those Westmoreland County residents aged 60 + who have properly requested this service through the Agency . B . Standards The Westmoreland County Department of Human Services - Area Agency on Aging ( Agency ) will , subject to the availability of funds , contract with the lowest responsible Bidder who can meet the following standards : 1 . Complete approximately 7 , 500 to 15 , 000 newsletters ( Attachment XII ) for August , October , December , February , April and June . 2 . Newsletter will be completed within a maximum of 10 business days of receipt of the newsletter articles . 3 . Newsletter will be completed on 11 " x 17 " 100 lb . gloss Blazer text with no paper substitutions allowed without prior consent in writing from Agency . 4 . Newsletter to be folded to 8 ' x 11 ", then folded to 5½ " x 8 ½ " for mailing purposes . 5 . Bidder to add Agency return address and permit information on mailing panel on newsletter artwork for each mailing drop compliant with current USPS regulations . 6 . Clip art , and or photos , appropriate to articles or seasons ( holidays ) will be selected by the Bidder and approved by Agency . Photographs may also be provided by Agency . 7 . Articles will be submitted to the Bidder for insertion into the pre - approved Agency newsletter shell via email . 8 . Articles will be provided to the Bidder . The Bidder shall complete the layout unless a specific layout is requested by Agency . Agency shall review and approve the final layout . 9 . Print size must be equivalent to previously prepared newsletter ( Attachment XII ). 10 . Article title sizes and styles will be selected by the Bidder and must have bold face titles .
