Description | The Carroll County Office Division of Roads Operations is seeking lump sum bids for two pipe replacements , and endwall replacement from a ‘ C ’ to a Mod ‘ E ’ at 321 Nicodemus Road , Westminster . This location consists of three ( 3 ) pipes of which two ( 2 ) are CMP that need to be replaced with HDPE . One ( 1 ) 36 ” CMP that needs to be replaced with 48 ” HDPE , the second replacement is 48 ” CMP that needs to be replaced with 48 ” HDPE . The existing endwall will need to be replaced with a Mod ‘ E ’ endwall . MDE permit is required , and has been secured , stream restrictions are from October 1 , 2026 - April 30 , 2027 |
