The Department of the Navy, Naval Information Warefare Center Pacific (NIWC PACIFIC) hereby publicizes its intention to solicit, negotiate and award a Firm-Fixed-Price purchase order on a noncompetitive basis with Blanchard Training and Development, Inc (CAGE: 1Z016).
