Description of Services The Request for Proposal ( RFP ) is issued in accordance with the requirements of Section 41 - 16 - 72 , Code of Alabama ( 1975 ). This RFP is not an offer to contract but seeks the submission of proposals from qualified , professional Contract Suppliers that may form the basis for negotiation of a contract or agreement . Specific terms and requirements in this RFP may be waived or modified by the State of Alabama as it deems necessary and appropriate . The State has no liability for any costs incurred by a prospective provider for the preparation and production of a proposal or for any work performed prior to the issuance of a contract or agreement . The Alabama Emergency Management Agency ( AEMA ) reserves the right to reject any or all proposals and to solicit additional proposals if that is determined to be in the best interests of the State of Alabama . The State of Alabama is soliciting proposals from qualified organizations that have extensive experience in providing Logistical services before , during , and / or after a disaster or an emergency . Contract Supplier shall provide logistical services , including but not limited to heavy equipment services , base - camp and other “ turn - key ” temporary housing services . The State requests proposals from responsible Contract Suppliers whose proposals are determined to be in the best interests of the State . AEMA anticipates leasing the items or services , shown on the bid sheet ( s ), for a period of any contract resulting from this RFP . The Contract Supplier shall supply the actual items or services ordered at the contract or agreement prices regardless of whether such total quantities are more or less than anticipated . The resulting contract or agreement will be subject to annual appropriated funding . Operational Requirements Contract Supplier ’ s responsibilities post - proclamation of State of Emergency or post - activation of emergency response , include but are not limited to , the following : ( a ) Respond to missions within two ( 2 ) hours before or after the time established for delivery on the purchase order , with delivery being satisfied when shipment is unloaded and driver is released by the on - site AEMA or local representative ( b ) Provide on - site deployment and installation services for each piece of equipment requested within twelve ( 12 ) hours ( c ) Provide near real - time project tracking and accountability for all missions . ( d ) Participate in the State ’ s Emergency Management Information System ( WEBEOC ). ( e ) Provide on - site maintenance of provided equipment for equipment deployed over fortyeight ( 48 ) hours . ( g ) Provide emergency refueling if necessary . ( h ) Recover equipment from tasked locations and make available for re - tasking . ( i ) Conduct final recovery of equipment at the end of the mission ( j ) Deliver products , equipment to the end point of delivery , based on AEMA designations ( k ) obtain and pay all fees for all duties , tariffs , highway , or other special permits . ( l ) Provide a logistics management team to fulfill State Operation Staging Area ( SOSA ) operations in the event the Alabama Forestry Commission is not available . ( m ) If needed , Provide trained staff at any of our warehouses located within the state , with full access to Contract Supplier ’ s information management system , across all functional areas .
